The National Passenger Facilitation Committee (NPFC) is a decision-making body that provides a strategic forum for engagement between government agencies and industry partners to improve facilitation of passengers through airports, while maintaining appropriate border security.
Its objective is to maintain a safe, secure civil aviation environment in which services are delivered in a reliable and efficient manner.
Background
The NPFC was established to meet Australia's international obligations under the International Civil Aviation Organisation Convention on International Civil Aviation 1944 (the 'Chicago Convention') and with Annex 9 to the Chicago Convention. Specifically, Standards 8.17, 8.18 and 8.19 of Annex 9 to the Chicago Convention provide guidance on Australia's obligation to implement a national air transport facilitation programme.
The NPFC is directly accountable to the Minister for Home Affairs and the Minister for Immigration, Citizenship and Multicultural Affairs. As required, the respective Minister will bring forward NPFC matters to Government in consultation with relevant Ministers.
